About the Town and Commune of Miłomłyn

 1. Potential of the commune:

• Population - ab. 5000 inhabitants.

• Area - 16,091 ha, which is 9.12% of the Ostróda district. It consists of: agricultural land - 40.13%, forests - 40.84%, water areas - 10.74% and other land - 8.17%.

• Miłomłyn covers the area of the town of Miłomłyn, 13 villages and 30 rural villages.

 2. Character of the commune:

• based on tourism and agriculture;

• Warmian-Masurian economic tiger with close proximity to national road no. 7 and no. 16;

• “Modern village” with multifunctional development of the local agriculture;

• dominant industries: service, forestry, agriculture, manufacturing, construction.

3. A brief description of the commune and its transport links

The Commune of Miłomłyn is located in the western part of Ostróda district and is a part of Elbląg subregion of Warmian-Masurian Voivodeship. Miłomłyn is positioned on the Elbląg Canal waterway, which is considered to be one of the most significant monuments related to the history of technology. The geographical location of Miłomłyn is characterized by the central location of the town of Miłomłyn, in relation to the rest of ​​the commune, with close proximity to the Ostróda district (12 km).

Transport system of the commune consists of one national road and a number of district, commune, internal and company roads, as well as many waterways. The national road running through the Miłomłyn area (9,875 km long) provides a good connection with the country's basic transport system. The national road S7 Gdańsk-Olsztynek-Warsaw-country’s border (Chyżne) is classified as an expressway. Miłomłyn also has a bypass road and a connection with the district road No. 1192 N (Miłomłyn-Ruś),through a two-level interchange. In addition, there are 41,482 km of district roads in the Commune of Miłomłyn. These roads serve as the main link between villages within the area as well as a sufficient link between the commune and the voivodeship.

Economic sectors with the greatest potential are: tourism and tourist related, organic farming, intangible services, wood industry (good raw and technical base for development).

5. Data on the labour market in the district and commune

• Employed: in the district – 20388, in the commune - 404 (excluding economic entities employing up to 9 persons and individual farms in agriculture), 49.9% of the total employed are women and 50.1% are men.

• Registered unemployed: in the district – 4126 (2342 women), in the commune – 185 (112 women).

• Share of registered unemployed persons in number of population at workingage: 8.2% in the district and 5,8% in the commune.

• 18,6% of the active population of the Commune of Miłomłyn work in the agricultural sector (agriculture, forestry, hunting and fishing), 38,7% work in industry and construction sectors, 14,1% in the service sector (trade, vehicle repair, transport, accommodation and catering, information and communication) and 1,7% work in the financial sector (finance and insurance, real estate).

1246 inhabitants of the commune are at the learning age (3-24 years), with 582 being women and 664 men. According to the National Census of 2011, 11.4% of the population has university education, 2.3% has post-secondary education, 10.6% has general secondary education, and 16.3% has vocational secondary. 22.7% of the inhabitants graduated from vocational schools, 6.1% are secondary school graduates, and 28.0% finished primary school. 2.6% of the inhabitants did not finish primary school education. Among the women living within the commune, most of them completed primary (29.3%) and vocational education (15.9%). Most men finished vocational (29.8%) and primary education (26.6%).

In the 3-24 age group, 16,1% of the population (16,3% among girls and 15,8% among boys) are being educated at upper secondary level (16-18 years).

7. Information on the technical infrastructure

In the Commune of Miłomłyn, there are five group waterworks supplying the following towns:Miłomłyn, Kamieńczyk, Liksajny, Malinnik, Wólka Majdańska, Majdany Wielkie, Winiec, Liwa, Zalewo, Boguszewo, Rogowo, Karnity, Ligi, Bynowo. 94% of the population is connected to the water supply network. Residents are supplied with drinking water from five groundwater sources, with water treatment stations located in: Miłomłyn, Liwa, Bynowo, Majdany Wielkie and Karnity. The sewage network is being used by 67.7% of the total population of the commune. The local sewage treatment plant is being used by 3151 residents. Other wastes are collected in 455 holding tanks and 23 private sewage treatment plants. Water waste treatment has been implemented in 2005 and is carried by 1 bio-mechanical treatment plant. The volume (capacity) of the plant is 410 m3 per day.
